My extensive experience with public games tells me that no, Payday 2 isn't too easy (for a lot of people). You picked probably the third easiest stealth mission, not a very good metric to judge the entire game. Do that on Shadow Raid or Framing Frame, maybe then you rightfully call the game too easy :P.
