Shadow of War 'is' the sequel to Shadow of Mordor so if you're a purist for lore etc then play them in order, otherwise I don't think it matters. If you want to start on SoW first then maybe read a wiki on SoM so you understand how the protagonist got started, that should be enough. The story was also designed to be accessible, and players need not play Shadow of Mordor or understand any of the Tolkien's work before playing Shadow of War.Shadow of Mordor is based on Tolkien's Middle-earth legendarium and Peter Jackson's movie franchise. The game takes place in the 60-year gap between the events of Jackson's The Hobbit and The Lord of the Rings.
Is Middle-earth game canon : These games aren't canon. But they're also based more on the movie setting than the books, which isn't considered canon either. Just an alternate retelling. The only stuff considered canon is the books and Lord of the Rings Online funnily enough.

It has gotten to the point where unless I am against a boss, I do not care about regular orcs anymore.
Is Mordor or war better : Mordor is more focused, it's Middle Earth Assassin simulator. Lacks content in other fields, sure, but as an Orc-hunting game it's brilliant. War is everything else, and it's more like your generic fantasy action RPG.
